Christine Gunsaullus
For nearly 30 years, Christine Gunsaullus has been known as the "Tank Queen" in the water and wastewater industries. While her dual engineering degrees from Drexel University afforded her with technical expertise, it was hands-on experience with tank builders, painters, tank inspection firms, and operations staff that gave her a deep understanding of storage tanks. By seeing thousands of tanks of all materials, styles, and purpose over their lifespans, she learned what design decisions and elements would give an owner the best bang for their buck, and what really matters for long-term tank care. Christine now runs The Tank Queen, LLC, where she helps clients build and maintain their tanks, in addition to offering marketing and communications support for industry colleagues. A frequent speaker at regional and national conferences, she shares practical tank maintenance tips and strategies for preventing coating failures. Christine is the SE District Chair for PA-AWWA (PA American Water Works Association), and an active member of the Water Works Operators’ Association of Pennsylvania (WWOAP) and the PA Municipal Authorities Association (PMAA).
Matthew Walborn
Matthew Walborn is the Director of Operations for the Western Berks Water Authority. He is a graduate of Muhlenberg High School, Berks County. After graduating from high school, Matthew enlisted in the United States Marine Corps, serving as a machine gunner on active duty in the infantry. Matthew achieved the rank of Sergeant and was awarded two Navy Achievement Medals for his outstanding leadership as a machine gun squad leader during overseas deployments. Matthew left active duty in December of 1998, receiving an honorable discharge. Matthew attended the University of North Carolina-Charlotte, receiving dual Bachelor of Arts degrees in History and Political Science with honors and a Master’s Degree in Business Administration from Alvernia University.
Matthew started at Western Berks Water Authority in May 2004; he received his Class A Water Treatment License in August 2005. Matthew was promoted to Lead Operator in September 2007 and then to Operations Manager in January 2009. He has been the Director of Operations since January 2016. During his tenure, Western Berks Water Authority has been the recipient of the Area-Wide Optimization Program (AWOP) Award from 2010 to 2025. The Partnership for Safe Water Director’s Award in 2010 and the Partnership for Safe Water President’s Award in 2013.
Matthew is Past-President of the Water Works Operators Association of Pennsylvania (WWOAP) and Past-Chair of the SE Section of the Pennsylvania American Water Works Association (PA-AWWA). He is the 2020 recipient of WWOAP’s Ivan M. Glace Award for distinctive achievements and contributions to the water works profession and the 2024 recipient of WWOAP’s Harry J. Krum Award for distinguished service in the water industry.
Matthew is the current Vice Chair for the Pennsylvania Section of AWWA, Councilman for the Borough of Leesport, and a board member of the Leesport Borough Water Authority. Matthew also serves as the Vice Chairman of the Berks County Water and Sewer Association. He is active on the conference planning committees of the SE PA AWWA, WWOAP, and BCWSA.
Matthew is a husband and father of two daughters. He spends much of his free time on the pool deck at swim meets throughout the Middle Atlantic, where he is a USA Swimming Certified Official and Swim Coach.
